Student Vehicles and Boats

Bicycles

As a precaution against theft, all junior members of the University who have bicycles in Cambridge are required to have them marked with a number. Numbers are issued by the Colleges and should be clearly displayed, preferably on the rear mudguard.

It is not advisable to leave a bicycle unlocked, and it is recommended that you take a note of the frame number. If your bicycle is stolen you are advised to report the loss to the Police Station without delay. It is, of course, both dangerous and illegal to ride a bicycle after dark without lights, to cycle on pedestrian pavements or to ignore traffic lights.

Boats

Under the Bye-Laws of the Conservators of the River Cam, all pleasure boats of whatever kind on the River must be registered at the Control Office of the Conservators (Baits Bite, Lock House, Fen Road, Milton CB24 6AF. Tel: 01223 863785), and each registered boat must carry a numbered label, which will be supplied by the Control Office. See http://www.camconservators.org.uk/.

Motor Vehicles

As a junior member of the University if you wish to keep or borrow any motor vehicle (including an electrically propelled vehicle), other than a moped, within ten miles of Great St Mary's Church while you are in residence in term or in the Long Vacation you must obtain, on your Tutor's written recommendation, a licence for that vehicle signed by the Special Pro-Proctor for motor vehicles. The Special Pro-Proctor will automatically issue you with such a licence if you are a graduate, or have the status of Bachelor of Arts, or have kept (or been allowed) nine terms by residence, or if the Proctors decide that its issue is warranted by your exceptional individual circumstances.

If you are not thus qualified to hold a licence you may, on the written recommendation of your Tutor, be granted a licence to keep a motor vehicle to be used for the purposes of a University Department or of a University or College club or society, or for any other purpose approved by the Special Pro-Proctor. The application must be supported in writing, in the case of a University Department by the Head of the Department, and in the case of a University or College club or society by an officer of the club or society.

A licence is normally valid until the end of the academical year in which it is issued but it may be suspended or revoked at any time by the Special Pro-Proctor, subject to an appeal to the Court of Discipline. Such suspension or revocation is applicable only for serious offences: fines, of up to a maximum of £175, may be imposed by the Proctor for less serious offences.

You must make an application for a licence within seven days of bringing your vehicle within a ten-mile radius of Great St Mary's Church, or, if it is already within that radius, within seven days of it coming into your possession, or within the first seven days of Full Michaelmas Term if your application is for a renewal.

A licence must at all times be prominently displayed on the vehicle for which it is issued.

The issue of a licence may be conditional upon the licensee being covered by insurance on behalf of passengers and upon restrictions on the garaging and parking of a vehicle for which it is issued.

The offices of the Special Pro-Proctor for motor vehicles are situated at 1 St Mary's Passage, and the office is open for applications and enquiries during Full Term on Mondays and Thursdays between 2.00 and 4.00 p.m.
