Since the US and UK renewed their bombing of Iraq in December 1998, the UN has been attempting to catalogue these incidents. At least two reports have been prepared to date, the first covering from December 1998 to May 1999 and the second continuing from there. This is a version of that first document.

CASI has prepared this web version from a print copy. That copy was scanned with character recognition software and then hand corrected. There are therefore at least two sources of error in this document. First, the original document contains errors and inconsistencies in its formatting; some of this may reflect the multinational background of its authors. Second, scanning may also have produced errors. While we have sought to reproduce the original document faithfully, this version may nevertheless be less useful as a source of direct quotes than as a general reference document.


AIR STRIKES IN IRAQ
28 December 1998 - 31 May 1999

Since the beginning of the present series of air strikes by the Allied war planes in the Northern and Southern no-fly-zones of Iraq on 28 December 1998 till the end of May 1999, bombing has taken place on 61 out of 155 days - 40% of the days had witnessed air strikes either in the North or in the South or both North and South no-fly-zones. On 25 days, these had resulted in civilian casualties. According to available information supplied by the Iraqi News Agency, which in 3 cases were directly verified as correct by UN teams, 73 civilians had died and 257 civilians had sustained varying injuries as a result of these air strikes (31 deaths and 58 injuries in the North - no-fly-zone and 42 deaths and 199 injuries in the South no-fly zone). Statistics shows that if each day's air strike is treated as an incident, 41% of the total number of incidents had resulted in civilian casualties. Available information indicates that civilians lost their fives in 20 different locations whereas they sustained injuries in 26 different locations. 65 houses were also partially or fully demolished in the process.

The maximum impact was felt around the city of Basrah in the South and the city of Mosul in the North (see chart). Two self-explanatory maps showing the impact of air strikes, a table and a chart showing the civilian casualties and the chronology of air strikes as recorded by the UN Security Section, Baghdad are attached.

Security Ops./GOI 17 people died, 100 persons injured and 45 houses were damaged. Teams (GOU 7. WFP 3, WHO 1) were withdrawn to Baghdad. UN team visited on 27/1/99.
2 10/2/99 Around 12:00 P.M. Allied jets fired 14 bombs and missiles at Iraqi defences in Thaiqar and Najaf. Air defences in Basrah and northern no-fly-zone were also hit. GOU Team/GOI Teams (1) GOU, (1) WFP, (1) WHO and (1) FAO were in Najaf. Mr. Jean-Michel Wuthrich, GO and Joseph Mugachia were present at the Electricity office of the governorate when the missile hit electricity sub station at Al-Hizam, killing one and injuring 8, at a distance one km.
3 13/2/99 Around Noon A civil institution in Thiqar was attacked. Another bombing took place in Al-Fao city. A fishermen's jetty was hit and some civilians were injured. An air defence site in Al-Fao. southern Iraq. and targets near Talil, 200 km south of Baghdad were also hit. UNGCI

4 15/2/99 N/A Allied fighters bombed areas around Thiqar, Missan and Basra. 33 explosions were reported from three villages, previously affected by the shelling around Dohuk city. Most of the explosions took place in the air and no damage has been reported. One WFP observer in Mosul reported that the warehouse facility she was in was shaken by a hit nearby and they had to rush to a near by place fearing further attack.   5 civilian were killed and 22 were injured. 23 11/5/99 11:30 hrs Allied warplanes bombed a military installation 80 Km. North of Basrah city. The location is 10 m. far from the main road. GOI/Security Ops. GOI claimed that one civilian and three soldiers were killed and two were injured. GOU observers Mundarath Mukundan and Jafar Baraka have reported that they had passed by Missile hit military facilities on their way back from Missan to Basra only 3 hours after the incident. These locations were close to the highway at Al Mosa, Al Alwa, Al Qurna and Al Sarffe.
24 12/5/99 11:05 hrs Allied war planes flew over the govemorates of Thi-Qar, Muthana, Basrah and Missan. In the northern no fly-zones, skirmishes took place yesterday afternoon. The planes reportedly fired at service facilities around Mosul. GOI/Security Ops. Two were killed and seven others wounded in the south. Air strike between 11:00hrs and 13:00 hrs in the village of Abuwini, 90 km NW of Mosul 14 shepherds/farmers were killed and 22 injured. 300 livestock also died. UN team visited on 14/5/99.

57 11/5/99 11:30 hrs Allied warplanes bombed a military installation 80 Km. North of Basrah city. The location is 10 m. far from the main road. GOI/Security Ops. GOI claimed that one civilian and three soldiers were killed and two were injured. GOU observers Mundarath Mukundan and Jafar Baraka have reported that they had passed by Missile hit military facilities on their way back from Missan to Basra only 3 hours after the incident. These locations were close to the highway at Al-Mosa, Al-Alwa, Al-Qurna and Al-Sarffe.
