• Proceedings of relevant conferences on sanctions:
  • Can sanctions be smarter?: summary of the proceedings of a December 1998 conference jointly hosted by the Overseas Development Institute (ODI) and the Humanitarian Practice Network (HPN; until April 2000, called the Relief and Rehabilitation Network). HPN's "summary of the summary" of the conference can be found here. An extensive annotated bibliography on the issues discussed can be found here. The summary and bibliography were put together by Koenraad Van Brabant.
  • The Interlaken Process is the name for an ongoing discussion on "smart sanctions" administered by the Swiss State Secretariat for Economic Affairs. The website of Smart Sanctions is dedicated to this purpose. The site also contains details of the Expert Seminars of March 1998 and March 1999 on Targeting UN Financial Sanctions. A manual for the design and implementation of targeted financial sanctions (originating from a July 2001 conference) is available here.

  • IraqPhoto.com is a well-indexed selection of photos covering many aspects of modern Iraqi life. Highly recommended.

  • Iraq: a Country Study (1988): a thorough overview of all aspects of Iraq before the Gulf War, from the US Library of Congress.
  • The UNDP's Programme on Governance in the Arab Region provides an excellent summary of the formal structure of the Iraqi state and society.

  • The Iraqi National Congress: created in June 1992 to provide an umbrella for the disputing opposition factions. Based in London, led by Ahmad Chalabi.
  • The Iraqi National Accord: created in 1990, largely made up of Ba'thists and former military officers who oppose Saddam Hussein's leadership. Originally under Saudi sponsorship. Now based in Amman, and led by Iyad Alawi.
  • Iraqi Communist Party: created in 1934. In alliance with the Ba'th government from 1973 to 1979, and retains support in Iraq, despite heavy persecution.
  • Iraq Liberation Action Committee: US lobbying organisation.
  • The Iraqi Democratic Union.
  • Iraq Institute for Democracy: led by Hussain Sinjari, a liberal democratic forum based in Irbil, Iraqi Kurdistan.
  • The Iraqi Jurists' Association

  • The Supreme Council for Islamic Revolution in Iraq: the main Shi'a opposition party, with its main constituency in Southern Iraq and its base in Tehran. Was established in 1982, and is led by Muhammad Bakr Hakim.
  • al-Da'wa al-Islamiyya (Islamic Call): established in 1968, with the support of prominent Shi'a leaders. Currently led by Ibrahim al-Ja‘fari, and is supported by Iran.
  • al-Khoei Foundation: established to support the teachings of Ayatullah Seyyid Abulqasim Musawi Al-Khoei, the leading shi'a scholar and Grand Ayatullah of Najaf. A charitable organisation, but coordinates with the opposition to the Iraqi regime.
  • Constitutional Monarchy Movement, led by Sharif Ali bin al-Husayn, the cousin of the deposed King Faisal II.
  • Worker-Communist Party of Iraq: established in 1993 out of a merger between smaller communist groups.
  • The Iraq Foundation - US non-profit NGO working among Iraqi expatriates "for democracy and human rights in Iraq".
  • The Kurdistan Democratic Party: historically, the main Kurdish party in Northern Iraq; led Ma'sud Barzani. Established in December 1945, as the Kurdish Democratic Party. Won 45% in the June 1992 elections in Northern Iraq.
  • The Patriotic Union of Kurdistan: formed in 1975 as a Leninist opposition grouping to the Barzani clan; led by Jalal Talabani. Won 44% in the June 1992 elections in Northern Iraq.
  • Kurdish Information Network.
  • Kurdistan Regional Government: the coalition authority presently running Northern Iraq.
    • Memorandum of the Kurdistan Regional Government issued on meeting a United Nations delegation headed by Ramiro Armando de Oliveira Lopes da Silva, the UN Humanitarian Coordinator for the Oil-for-Food Program (6 August 2002).
  • Kurdistan National Assembly: the quasi-legislative body in Northern Kurdistan, deriving from the June 1992 elections.
  • Kurdistan Socialist Democratic Party: splinter group from the KDP, led by Hama Hadji Mahmud. Web site under construction.
  • The Washington Kurdish Institute: a research and educational organization, rather than a lobby group, that also maintains a searchable archive of news postings since June 1997.
